The winds that can free us from climate confusion blow all the time. All we need do is build the turbines. That’s exactly what they are doing in Europe where concern about climate change has persuaded the British and German governments to reduce their greenhouse gas emissions 21% below the 1990 level, and persuaded France to generate 20% of her electricity from renewables, all by 2010.
